Tomlin Augustus Campbell was born on August 3, 1869, in Westmoreland. He attended elementary school and was a pupil-teacher for 3 years at the New Hope School. He graduated from the Moravians' Fairfield Training College in 1889, coming 2nd out of around 200 students. He taught in schools in the island, including the Harewood school in St Catherine, for 4 years and at the College for 1 year.

He studied at the Howard Medical College 1888-90, and the Dental College 1894-7, graduating D.D.S. in '97, after which he practised in Washington, D.C. Presumably he continued his studies in the Medical College, and graduated M.D. in 1901.
